Who started these Local Body Elections?

Almost every Indian won't believe that the British started forming these so called "Local Bodies" just to get rid off the burden to provide the civil services and engage the local people and take a back seat and relax. This is not a book about corruption. Corruption is what happens when a good system is abused. This book documents a system built, from its very first colonial blueprint under Lord Mayo in 1870 and Lord Ripon in 1882, to extract from villages, not empower them — a blueprint independent India adopted almost unchanged, and then re-branded as democracy's crowning achievement. In 1992, Parliament passed the 73rd and 74th Constitutional Amendments and called it "empowerment." They told us that they are finally handing power to the village, the ward, the ordinary citizen.

The author has the courage to say what no one says: that even the Prime Minister, even a man of personal integrity, cannot stop this machine, because the Constitution itself mandates the holes in the ship. That is not an anti-national argument. That is the most nationalist argument possible — the nation above the system!
